A fixer meeting spot in Milwaukee's Third Ward that functions as a neutral ground for contract negotiation — the place where jobs are offered, terms are set, and handshakes still mean something. The Compact occupies the back half of a nondescript office building, behind an accounting firm that may or may not be a real accounting firm, and access requires a physical token — a stamped metal disc — that current members distribute at their discretion. The space is a single large room with private booths along the walls, each booth equipped with sound dampening and a panic button that summons a response team whose employer is deliberately ambiguous.

The Compact's operator, a retired fixer named Gideon Osei-Lindström, established the space fifteen years ago on a simple principle: the corridor needs a place where people can make deals without worrying about surveillance, betrayal, or the deal going sideways before the ink is dry. The Compact's reputation as neutral ground is enforced by Gideon personally and by a mutual understanding that burning the space would harm everyone who uses it. The bar serves excellent drinks, the food is surprisingly good, and the conversation — if you could hear it through the sound dampening — would implicate half the power structure of the GLMZ. Meetings at The Compact have started wars, ended them, and occasionally prevented them. Gideon keeps no records, because records are leverage, and leverage is exactly what The Compact exists to neutralize.
