The Vagrant
The Vagrant is a city that refuses to stay put. A mobile seacrete-and-steel platform approximately 800 meters long and 400 meters wide, the Vagrant moves between the Great Lakes via the canal and lock systems that connect them — the Welland Canal between Erie and Ontario, the Soo Locks between Huron and Superior, the Straits of Mackinac between Huron and Michigan, and the Chicago Sanitary Canal connecting Michigan to the Mississippi watershed (though the Vagrant has only used this route twice, both times under circumstances its captain describes as 'interesting'). It is, depending on your perspective, a nomadic free city, a floating trade bazaar, a diplomatic headache, or the most creative interpretation of maritime law since someone first nailed a flag to a boat.
The Vagrant started as a conventional barge platform — a decommissioned Great Lakes ore carrier called the SS Edmund Reborn (the name was deliberate and nobody aboard apologizes for it) — purchased in 2176 by a collective of traders, smugglers, and maritime engineers who wanted access to every lake city without belonging to any of them. Over two decades, the original hull has been expanded, reinforced, and encrusted with seacrete growth that the collective encourages along the waterline and hull, creating an organic armor layer that makes the Vagrant look like a ship that a reef is slowly eating. When it's on Lake Michigan, it's outside GLMZ's territorial waters. When it's on Erie, Cormorant Naval Systems classifies it as a 'transient vessel.' When it's on Ontario, the remnant Canadian government lists it as an 'unincorporated maritime entity.' The Vagrant's captain — elected by the resident population every three years, currently a former Cormorant Naval Systems deserter named Idris Achebe — maintains that the Vagrant is a sovereign vessel under maritime common law and that its residents are citizens of the Vagrant and nowhere else. Every legal authority on the Great Lakes has a different opinion about this claim's validity. None of them can agree on whose jurisdiction it falls under, which is exactly the point.
