Riverwest declared autonomy in 2179 and nobody stopped them, which tells you everything you need to know about both Riverwest's determination and its strategic importance — which is to say, none. The neighborhood, wedged between the Milwaukee River and the old Beerline rail corridor, has been Milwaukee's countercultural enclave since the 1970s, cycling through folk musicians, punk houses, co-op groceries, anarchist bookstores, and every other iteration of organized nonconformity that American cities produce. When the sovereignty transition gave corporate charters authority over Milwaukee's districts, Riverwest's residents held a community meeting at the Linneman's Riverwest Inn, voted unanimously to reject all corporate jurisdiction, and issued a Declaration of Autonomous Community that was printed on the back of a beer coaster and is now framed behind the bar.

The Milwaukee Administrative Zone's response was to draw the jurisdictional map around Riverwest, leaving it as an unincorporated gap. The cost of enforcing governance over six square blocks of ideologically committed people with extensive experience in property modification, community organizing, and creative resistance to authority was not justified by the tax revenue those six square blocks would generate. Axiom and Sentinel North agreed. Riverwest was officially designated an 'unincorporated community zone,' which is bureaucratic language for 'your problem, not ours.'

The result, forty years later, is a functioning anarchist neighborhood in the middle of a corporate megacity. The Tangles — named for the dense, improvised infrastructure that has grown organically over decades — operates on consensus governance, communal resource sharing, and a barter economy supplemented by a local currency called Tangle Scrip that is backed by nothing except the community's agreement that it has value, which is also what backs every other currency in history but at least Riverwest is honest about it. Housing is communal or cooperative. Food is grown in community gardens and vertical farms. Energy is generated by a patchwork of solar, wind, and a biogas system that runs on organic waste and produces both electricity and a smell that permeates the eastern blocks on warm days.

The Tangles works. Not perfectly — the community meetings are legendary for their length, the infrastructure breaks regularly, and the ideological disputes about whether to allow neural interfaces within community boundaries have split households and ended relationships. But it works in the way that matters: people are fed, housed, and free, and the freedom is not theoretical. In The Tangles, no corporation owns your data, no algorithm determines your tier, and no surveillance system tracks your movements. You are responsible for yourself and accountable to your neighbors, and your neighbors will tell you what they think of your behavior directly, at length, and with a sincerity that corporate HR departments would find terrifying.
