The Brinewell
The Brinewell occupies what was once the lower utility infrastructure of the Chicago lakefront's flood-mitigation system — a network of enormous cisterns, pump chambers, and drainage corridors that were supposed to keep the rising Lake Michigan at bay. They failed. By 2140, the entire sublevel complex had been partially inundated, and by 2160, a permanent community had taken root in the upper chambers where the water-line stabilized at roughly chest height on a standing adult. Residents built on elevated platforms, rope bridges, and salvaged pontoon structures, threading their lives through the half-flooded architecture like organisms adapted to an intertidal zone.
The Brinewell is neither fully aquatic nor fully terrestrial — it exists in a perpetual state of damp compromise. The old pump machinery still groans and cycles, maintained by a loose collective of engineers who trade their labor for living space and a kind of informal citizenship. The water itself has a brackish quality, a mix of lake ingress and old runoff that has taken on a faint greenish luminescence from the bioluminescent algae cultivated by Zheng-Dao Bioelectric's abandoned research substrate. Nobody planned the glow. It simply happened, and now it is the only light in the deeper sections.
Above the waterline, the inhabited platforms are dense with improvised structures — sleeping pods, food stalls, repair shops, and the occasional medical kiosk staffed by off-the-books practitioners. The BCI signal is weak and fragmented here; the metal walls and water scatter the Diaspora feed into unreliable static, which suits many residents just fine. The Brinewell has become a place where people go when they want to be functionally unfindable, at least by anything that relies on standard network infrastructure. Carrion Logistics operates two discrete courier relay points here, and nobody asks why their shipments don't appear in official manifests.

| demographics | Approximately 800-1,200 permanent residents on any given cycle, with a transient population of several hundred more moving through. Heavily mixed ethnicity and origin — a significant population of second-generation migrants from Gulf Coast climate-displacement, alongside long-term Chicago Shelf overflow residents. A notable subgroup of voluntary disconnects, people who have had their BCI hardware removed or suppressed. Median tier: 1-2. | ||||||||||||
| economy | Informal barter supplemented by small Φ flows from surface-side patrons. Primary economic activities include water management labor, algae cultivation and processing (sold to surface markets through intermediaries), repair and salvage work, and discreet storage and courier relay services for parties who prefer undocumented logistics. Carrion Logistics maintains informal arrangements worth an estimated Φ40,000-60,000 annually through the community. | ||||||||||||
| power structure | A loose Pump Council of seven engineers who control access to the mechanical systems theoretically holds authority, but actual governance is distributed and contentious. Platform captains hold informal sway over their immediate neighborhoods. No corponation has formal claim — Ferrogate Security has twice attempted to establish a presence and twice been encouraged to leave through means that were never officially reported. | ||||||||||||
