Sheboygan was a lakefront city whose identity was inseparable from the Kohler Company — a plumbing fixture manufacturer that grew into a hospitality and lifestyle conglomerate, then contracted back to a manufacturing core, then was acquired by Axiom Industries in 2169 as part of Axiom's Great Lakes infrastructure consolidation. Sheboygan's residents joke that they've been a company town since 1873 and the only thing that changed was the logo on the water tower. The joke is accurate. The water tower still says Kohler. Axiom hasn't gotten around to repainting it, or more likely, someone in Axiom's cultural integration division ran the numbers and determined that the legacy branding generates more goodwill than the corporate rebrand would be worth.

Sheboygan Reef — the district name adopted during the Milwaukee Administrative Zone's northern expansion in 2181 — occupies an awkward position in the Corridor's geography: too far north to benefit from Milwaukee's economic density, too far south to escape its jurisdictional reach, and too small to sustain an independent economy. The solution has been specialization. Axiom converted the Kohler manufacturing campus into a fabrication center for water infrastructure components — filtration systems, atmospheric moisture extractors, and the desalination units that the Corridor's upper tiers use to process Lake Michigan water into something drinkable. In a world where clean water is the most valuable commodity after neural bandwidth, Sheboygan Reef produces the machinery that makes water usable. The irony of a former plumbing company's factory now producing survival-grade water technology is appreciated by the workforce and lost on Axiom's management.

The residential city wraps around the fabrication campus in the standard company-town pattern: worker housing within commuting distance, commercial strip serving the workforce, and a lakefront that the factory's intake pipes have made unsuitable for anything except industrial access. The old Kohler resort — a luxury destination that once attracted visitors from across the Midwest — operates as an Axiom executive retreat, its golf courses maintained by automated groundskeepers that outnumber the human staff. Workers who pass the resort's entrance on their way to the fabrication facility observe the grounds with the particular expression of people who build water filtration systems and can't afford the water that comes out of them.
