Three corponations share sovereignty over O'Hare's territory in a rare joint-governance arrangement: Helion controls passenger processing and data, Vantage Meridian controls cargo and logistics, and Axiom Industrial controls the aerospace infrastructure itself. The three-way governance creates jurisdictional complexity that would be bureaucratic nightmare if it were not, in fact, the point — the complexity is the product, because complexity creates gaps, and gaps create opportunities for the kind of commerce that thrives in the spaces between rules.

The physical footprint is immense — O'Hare Sovereign occupies more land area than any other single jurisdiction in GLMZ. The original airport's footprint has expanded outward, consuming the surrounding neighborhoods and replacing residential blocks with logistics infrastructure: automated cargo handling systems, drone launch platforms, VTOL pads, fuel processing facilities, and the Runway — an eight-kilometer strip that can accommodate the suborbital freight carriers that connect GLMZ to the global supply chain.
