Hamtramck Enclave
Hamtramck has always been an enclave — a 2.1-square-mile city entirely surrounded by Detroit, stubbornly independent since 1922 when it incorporated to avoid Detroit's prohibition enforcement. A century and a half later, the stubbornness remains, though what it's resisting has changed. Hamtramck Enclave is one of the most ethnically dense districts in the GLMZ: Bangladeshi, Yemeni, Polish, Bosnian, and a dozen other communities layered on top of each other in a geography so compact that you can walk from a mosque to a pierogi shop to a Yemeni tea house in four minutes. The neural interfaces are older models here. The streets are narrower. The buildings are not optimized. Nobody asked them to be.
The Enclave's legal status is a relic that the corponations have been trying to dissolve for forty years. As an incorporated municipality predating the Corporate Sovereignty Acts, Hamtramck retains its own city charter, its own police force (twelve officers, three functional patrol vehicles, and a determination that exceeds their equipment), and its own zoning authority. This makes it a jurisdictional island — corporate law stops at the border, and the corporations hate it. Three separate acquisition attempts have failed, not because of legal challenges but because the Enclave's population voted them down with margins exceeding 85%. What the Enclave has become, in practice, is a refuge for people who need to exist outside corporate jurisdiction without going fully off-grid. Small businesses that can't afford corporate licensing operate here. Augment technicians who lost their certifications but not their skills practice here. Religious communities that refuse to allow neural interface monitoring during worship gather here. The Enclave is not ungoverned — it is self-governed, badly funded, overextended, and alive in the particular way that places are alive when the people who live there actually chose to be there.
