Alpena sits on the Lake Huron coast where the Thunder Bay River meets the lake, and its economy has been built on the same thing for two centuries: limestone. The quarries surrounding the city produce construction-grade limestone, aggregate, and chemical-grade calcium carbonate for the GLMZ's construction and manufacturing sectors. Palladian Construction holds sovereign extraction rights over the primary quarry complex — a 30-square-kilometer open pit that has been expanding since the twentieth century and that is now visible from orbit as a pale scar in the Michigan forest.

The city is small, remote, and thoroughly dependent on the quarry. Palladian employs 60% of the working population directly, and the remainder services Palladian's workers. The arrangement has the stability and the suffocation of any company town — employment is steady, wages are adequate, and the company's interests are the city's interests because no alternative exists. The municipal government administers residential services. Palladian administers everything that matters. Attempts to diversify the economy — tourism, forestry, aquaculture — have repeatedly failed because Palladian's extraction operations contaminate the waterfront, clear the forests, and alter the lake chemistry in ways that make alternative industries unviable. This is not an accident.

Lake Huron's coast north of Alpena is the most sparsely populated shoreline in the lower Great Lakes — forest, limestone bluffs, and automated Palladian extraction monitoring stations. The Thunder Bay National Marine Sanctuary, designated to protect the hundreds of shipwrecks on the lake bottom, technically still exists as a federal protection zone, but Palladian's discharge into the lake has made the water turbid enough to render the wrecks invisible from the surface. The sanctuary persists as a legal entity and an ecological ghost. Grindstone Shore is a place where one industry has consumed everything else, not through malice but through the simple mathematics of extraction: the quarry is profitable, and profitability eliminates competition.
