Ashveil Terraces
A cascading series of decommissioned industrial terraces carved into the western bluffs overlooking the old Calumet River basin, Ashveil Terraces was once a Ringo Heavy Industries slag-processing complex abandoned after the 2161 flood events reshaped the lower basin. Over four decades, squatters, vertical farmers, and off-grid collectives have colonized each terrace level, converting cooling vats into hydroponic tanks and blast shelters into communal warrens. The whole structure descends nine levels from street grade, each tier slightly warmer and darker than the one above.

The uppermost terraces catch enough filtered light to support modest crop yields — leafy greens, engineered fungi, protein algae — traded within the complex and occasionally up to Old Harbor brokers. Lower levels house the people no other district will take: unregistered synthetics, expired visa workers, ELF-adjacent technicians running shadow contracts. The smell of compost, chemical runoff, and iron never fully leaves the air.

Ferrogate Security nominally patrols the rim road above but hasn't sent personnel below the third terrace in years. Ashveil governance is handled by a rotating council of terrace block captains, whose authority is real but fragile.

atmosphere
sights
  • Tiers of reclaimed scaffolding draped in grow-net and solar mesh, each level slightly more ramshackle than the one below.
  • Pale bioluminescent fungi cultivated in old slag chutes, casting blue-white light into otherwise lightless corridors.
  • Hand-painted terrace markers in a dozen languages guide newcomers through the labyrinthine descending paths.
  • Children play near repurposed cooling vats now filled with murky aquaculture water, watched by adults with tired eyes.
sounds
  • The constant low hum of improvised water recyclers echoes between terrace walls like a mechanical heartbeat.
  • Arguments in Tagalog, Yoruba, and Mandarin drift upward from lower tiers, occasionally punctuated by laughter.
  • Structural groan from the old blast-frame superstructure when lake winds hit the bluff at speed.
smells
  • Wet loam and hydroponic nutrient solution — earthy, slightly chemical, almost pleasant.
  • Rust and old fire-retardant foam bleeding from cracked wall panels on the lower tiers.
  • Cooking fat and spiced protein paste from communal kitchens operating around the clock.
feelAshveil has the density of desperation but not its despair — not entirely. People here have made a deliberate choice to exist outside the system, and that gives the place an odd, stubborn dignity. The terraces feel ancient despite being only forty years abandoned, as though the weight of all those lives has accelerated their aging. Visitors from Tier 3 and above tend to feel watched, because they are.

demographicsPredominantly Tier 1-2, heavily unregistered: undocumented labor migrants, lapsed-citizenship synthetics, and a small but vocal community of voluntary off-gridders who could afford better but choose not to take it.
economySubsistence vertical farming supplies most caloric needs; surplus traded for tech components, medicine, and data credits through Old Harbor intermediaries; a shadow market in forged identity documents runs quietly on the fourth terrace.
power structureBlock captains form a loose council called the Ledger, settling disputes and rationing shared infrastructure; no single corponation has formal claim, though Helix Biosystems scouts the upper tiers regularly for unlicensed biotech adoption.
dangers
  • Structural instability on terraces six through nine — unsupported sections have partially collapsed twice in the last decade.
  • Ferrogate Security conducts irregular sweep raids on the upper rim, usually timed to corponation pressure from above.
  • ELF entities have been detected using the lower-tier power grid as a relay network, attracting Arcturus Defense counter-intelligence patrols.
  • Inter-terrace territorial disputes occasionally escalate into brief, brutal corridor fights that the Ledger struggles to contain.
opportunities
  • Unregistered synthetics on the lower tiers sometimes carry rare pre-registration skill sets and will trade expertise for safe passage documentation.
  • The shadow document market is always looking for skilled forgery technicians or BCI-capable operators who can ghost biometric signatures.
  • Helix Biosystems' scout interest means someone is paying Φ for intelligence about what's growing down here — on both sides of that equation.
story hooks
  • A Ledger captain sends word through a fixer contact: something on the seventh terrace has been broadcasting a low-frequency signal for three weeks, and the residents of that tier have started behaving strangely — cooperative to an uncanny degree, almost synchronized. The captain wants it stopped before Arcturus notices.
  • A Tier 4 executive's adult child voluntarily disappeared into Ashveil six months ago, apparently joining an off-grid collective. The family wants them found; the child, it turns out, doesn't want to leave — and knows something about Ringo Heavy's original reason for abandoning the site.
  • The Ledger's forged-document operation has been producing near-perfect Axiom Industries employee credentials, which has Axiom's internal security extremely agitated. Someone inside the Ledger is selling the template, and both Axiom and the Ledger want the leak found before it destroys the entire community's fragile peace.
