The Arcturus ETF-3 is a purpose-built electrified tonfa — an L-shaped impact weapon derived from the classical Okinawan martial arts implement, reimagined for the threat environments of 22nd-century enforcement work. The main shaft is 56 centimeters of milled titanium-polymer composite; the perpendicular handle grip is 18 centimeters, positioned 14 centimeters from the shaft's base in the traditional tonfa geometry. This configuration allows the weapon to be carried with the long shaft running along the forearm, effectively extending and reinforcing forearm blocks, and rotated forward for striking using the momentum of the entire arm. A high-density capacitor module is embedded within the grip handle, and the discharge circuit runs the full length of the main shaft through an insulated internal channel, surfacing at the tip and along a 15-centimeter electrode strip near the end.

The ETF-3 is designed for operators trained in tonfa technique — it is not a beginner's weapon. Arcturus issues it only to personnel who have completed their Close Quarters Compliance certification, which includes specific tonfa curriculum. In the hands of a trained operator, the ETF-3 is a sophisticated tool: the forearm-guard carry position protects against incoming strikes while the discharge circuit means any successful block against an attacker's limb can simultaneously deliver a shock. The rotation-and-strike motion, when the discharge is timed to the moment of contact, is described in Arcturus training materials as 'exceptionally efficient.'

The ETF-3 is one of the more specialized weapons in Arcturus's less-lethal catalog and sees relatively limited distribution. Its presence in a confrontation is a reliable indicator of a trained operator, which carries its own deterrent value.
