Vespid developed the Brainstorm as an evolution of their non-lethal product line, but the weapon's effects at various power settings blur the line between incapacitation and brain damage. At minimum power, the ND-4 causes a 30-second loss of motor control — a target simply collapses, fully conscious but unable to move. At medium power, targets experience seizures and memory loss lasting hours to days. At maximum power, the electromagnetic pulse destroys neural pathways, causing irreversible cognitive impairment.

The weapon leaves no external marks on the target. A Brainstorm victim at maximum power appears healthy but has suffered the neurological equivalent of a massive stroke. Medical professionals have called it 'the most humane way to destroy a person without killing them.'
