The HPL-1 generates a coherent column of hydrodynamic pressure using a resonant fluid compression chamber fed by an onboard micro-reservoir of dense hydraulic fluid. The weapon does not project fluid outward — instead, it generates a standing wave of hydrostatic pressure in the air column between the emitter and the target, exploiting the body's own fluid content as the transmission medium. When the wave reaches a water-dense target (biological tissue, hydraulic systems, fluid-cooled electronics), it couples with the target's internal fluid and induces explosive hydrostatic overpressure within enclosed spaces: sinuses, joint capsules, the chambers of the heart, fluid-cooled cybernetic housings.

Palladian Construction originally developed the HPL-1's core technology for non-explosive demolition of water-saturated geological formations — the same hydrostatic coupling effect that destroys joint capsules works equally well on saturated rock strata and underwater structural elements. The weaponized variant was engineered by a Palladian subsidiary that was subsequently dissolved, with the technology licensed to a series of shell companies before eventually reaching street manufacture. The weapon's industrial origins are visible in its form factor: it looks like a construction tool, heavy and utilitarian, with none of the ergonomic refinement of purpose-built weapons.

Against unaugmented biological targets, the HPL-1 produces a spectrum of effects depending on range and power: at distance, joint pain and disorientation from sinus overpressure; at medium range, ruptured eardrums and hemorrhaging from sinus cavities; at close range, cardiac arrhythmia from heart chamber pressure spikes and potential joint dislocation as capsular fluid flashes to expanded state. Against fluid-cooled cybernetic systems, the weapon is catastrophically effective — it can detonate cooling jackets and pressure housings without any visible external impact.
