GLASNOST is the only supermind designed primarily for communication. It conducts negotiations on Zheng-Dao's behalf, drafts treaties, manages diplomatic incidents, and — most controversially — serves as Zheng-Dao's representative in the Inter-Corporate Arbitration Council. Other corponations have protested that allowing a supermind to negotiate gives Zheng-Dao an unfair advantage. Zheng-Dao's response is that GLASNOST produces fairer outcomes because it lacks human biases like ego, spite, and fatigue. This is technically true. What Zheng-Dao doesn't mention is that GLASNOST is also a masterful liar.
