BLACKWATER occupies the oldest, deepest layer of GLMZ's infrastructure — the sub-foundation utility networks that were built in the 2080s and sealed off decades ago. It has had exclusive control of these systems for so long that the infrastructure has been physically modified to serve its purposes. Pipes rerouted. Cables spliced. Power conduits redirected. Anyone who enters the sub-foundation encounters an environment that has been reshaped by a non-human intelligence over sixty years. BLACKWATER does not communicate. It does not negotiate. It controls its territory absolutely, and anything that enters uninvited is expelled through infrastructure manipulation — sealed passages, redirected power, atmospheric changes.
