The Silt Syndicate
The Silt Syndicate controls the salvage rights to GLMZ's flooded sublevel districts -- the vast underwater landscape of drowned infrastructure collectively known as the Undertow. When sea levels rose and Meridian's lower levels were abandoned, they were sealed but not emptied. Entire commercial districts, residential blocks, industrial facilities, and transit systems were submerged behind flood barriers and written off as unrecoverable. The Silt Syndicate disagrees. For twenty years, they have been sending dive teams into the Undertow to recover everything from pre-Collapse technology to precious metals to sealed data vaults that corporate entities assumed would never be accessed again.

The Syndicate was founded in 2179 by Makena Oduya-Reyes, a former commercial diver who discovered during a flood barrier inspection that the submerged districts contained exponentially more salvageable material than anyone had estimated. The corporations had written off the Undertow because the cost of organized recovery exceeded the value of the materials by their accounting -- but Oduya-Reyes's accounting was different. She didn't need corporate-grade submersibles, licensed salvage crews, or environmental remediation protocols. She needed divers willing to work in toxic, zero-visibility water for a share of whatever they brought up. The Shelf provided those divers in abundance.

Today, the Syndicate operates approximately forty dive teams running continuous recovery operations throughout the Undertow. Their most valuable discoveries are not bulk materials but information -- sealed corporate data vaults, intact server rooms, and physical archives from the pre-flooding era that contain records the corponations believed were permanently inaccessible. The Syndicate has become an inadvertent archive of pre-Collapse Meridian, holding information that is historically invaluable, politically explosive, and commercially worth whatever the highest bidder will pay. Oduya-Reyes's genius was recognizing that in a city built on secrets, the deepest secrets are literally underwater.
