The Flicker Collective is GLMZ's premier data theft and information brokerage operation — a loose network of approximately 150 elite hackers, social engineers, and intelligence analysts who steal corporate secrets and sell them to the highest bidder. Unlike the Jade Syndicate's intelligence operation, which gathers information to support its own criminal enterprises, Flicker exists solely to trade in information itself. Data is their product, their currency, and their religion.

Flicker's operatives — called 'flickers' — specialize in penetrating corporate networks through a combination of BCI-enhanced hacking, social engineering, physical infiltration, and the exploitation of insider contacts. A typical Flicker operation might involve months of preparation: identifying a target, mapping its security architecture, cultivating a disgruntled employee, and executing a data extraction that leaves no trace. The stolen data is then cataloged, verified, and offered for sale through Flicker's encrypted marketplace, where buyers include rival corponations, foreign intelligence services, journalists, resistance movements, and occasionally the target company itself (buying back its own secrets is cheaper than the damage of their release).

The Collective operates on a reputation system. Flickers are independent contractors who take jobs, deliver results, and receive ratings from both Flicker's management and their clients. High-rated flickers get access to better jobs, better tools, and better intelligence. Low-rated flickers get cut off. This system produces a quality of work that corporate security divisions respect even as they try to prevent it.
