The Gutter Prophets are a loose criminal intelligence network of approximately 100 members drawn from GLMZ's most overlooked population: the homeless, the destitute, the people who sit on street corners and sleep in doorways and occupy the spaces that everyone else walks past without seeing. The Prophets have weaponized invisibility — they watch, they listen, they remember, and they sell what they know.

The network was organized by a formerly homeless woman named Oracle (legal name: Patience Alvarez-Okonkwo) who recognized that the people the city treats as invisible occupy the city's most valuable surveillance positions: street corners, building entrances, transit stations, back alleys. They see who comes and goes. They hear conversations that speakers assume are private because the only person nearby is a nobody sleeping under a blanket. The Prophets collect this intelligence and sell it — to private investigators, to criminal organizations, to corporate security consultants, and to anyone who understands that the most valuable intelligence comes from the places nobody thinks to look.

The Prophets' intelligence is human-level rather than technical — they can't hack a network or intercept a BCI transmission, but they can tell you who met whom, when, where, and what they looked like while doing it. In a city obsessed with digital surveillance, the Prophets exploit the oldest surveillance technology there is: human eyes in public spaces.
