The Threshold
The Threshold is a fixer network — a group of approximately 35 intermediaries who connect clients with operators, negotiate contracts, manage logistics, and take a percentage for making things happen. They are not mercenaries themselves. They are the people mercenaries call when they need work, and the people clients call when they need a mercenary but don't know one.

Every fixer in the Threshold maintains a roster of reliable operators — runners, fighters, technicians, specialists of every kind — and a list of clients who need services they can't obtain through legitimate channels. When a match is made, the fixer negotiates terms, handles payment escrow, and manages the relationship between parties who usually prefer not to know each other's names. The fixer's value is trust: both parties trust the fixer to be honest, to hold the money, and to enforce the deal.

The Threshold is not a hierarchy — it's a professional association of independent fixers who share information, refer clients, and maintain shared standards of practice. A fixer who cheats a client or an operator gets expelled, and expulsion means losing access to the network that makes the business possible. This self-regulation produces a level of reliability that the gray market otherwise lacks.
