The Vagrant Compact
The Vagrant Compact is a freelance operator collective — a loose association of approximately 80 independent mercenaries, runners, fixers, and specialists who have banded together for mutual benefit without surrendering their independence. The Compact provides its members with three things no freelancer can reliably obtain alone: vetted job postings, legal support, and backup when a job goes sideways.
Members of the Compact pay dues, maintain a professional standard (jobs that create unnecessary civilian casualties get you expelled), and have access to the Compact's job board — a curated list of contracts from clients who have been vetted for payment reliability. When a Compact member takes a job, they can call on other members for assistance, knowing that the people who show up have been vetted too. This system creates a network of reliable freelancers in a market full of unreliable ones.
The Compact was founded by a group of veteran runners who were tired of being cheated by clients, betrayed by partners, and abandoned when jobs went wrong. It is, essentially, a union for people who shoot things for a living. The irony is not lost on anyone.

|
| motto | No masters. No flags. Just the next job. |
| ideology | Independence with solidarity. The Compact's members are fiercely independent operators who have recognized that collective organization doesn't require hierarchy or ideology — just shared standards and mutual support. |
| territory | The Compact maintains a meeting space called 'the Bench' in the Circuit — a bar and lounge where members gather, negotiate, and swap stories. It is, unofficially, the freelance operator community's living room. |
| leadership | No formal leader. The Compact is managed by a rotating board of three members called 'the Docket' who curate the job board, resolve disputes, and manage finances. Current Docket members rotate annually. |

| narrative function | The Compact represents the gig economy at its most literal and most armed — freelancers who organized because the alternative is being exploited individually. |
