In a city where Ouroboros Energy's grid is the circulatory system and power interruption can kill people whose augmentations depend on external charge, the Blackout Syndicate has found a uniquely dangerous niche.

The Syndicate's core business is power theft — tapping into Ouroboros Energy's distribution grid to provide cheap, unlicensed power to the Gray Zone residents and businesses who can't afford corporate rates. This makes them popular in the lower tiers, where the Syndicate's jury-rigged power connections are the difference between functioning augments and dead chrome. But the Syndicate also runs protection rackets based on the threat of power interruption: pay up, or the lights go out. This works because in the Gray Zone, a power outage doesn't just mean darkness — it means BCI shutdowns, augment failures, life-support interruptions, and the cascading emergencies that follow when technology people depend on to live stops working.

The Syndicate recruits heavily from Ouroboros Energy's lower-tier workforce — technicians, linemen, and grid operators who have the skills to manipulate power infrastructure and the grievances to motivate their defection from legitimate employment.
