The Volt Runners are a youth gang of about forty members, none older than twenty-two, operating across Chicago's vertical infrastructure — rooftops, maintenance catwalks, elevator shafts, and the exterior scaffolding of the megastructures. They're couriers, scouts, and information runners who move through the city using parkour routes that no vehicle can follow and no adult body can navigate. They are absurdly fast, recklessly brave, and intimately familiar with every handhold, gap, and shortcut in Chicago's upper infrastructure.

The crew started as freerunners — kids from the Gray Zone who taught themselves to climb the megastructures for fun and status. The transition from daredevil hobby to criminal enterprise happened naturally when they realized that their routes bypassed every checkpoint, toll gate, and surveillance corridor in the city. A Volt Runner can carry a data chip from the Gray Zone to the Core in twenty minutes flat, through paths that Axiom Security doesn't even know exist. Syndicates, fixers, and independent operators started paying for that capability, and the Volt Runners became the fastest courier service in Chicago.

They also sell information. The Runners see everything from above — they know which buildings are occupied, which routes are patrolled, which windows are dark. They map patrol patterns by watching from rooftops and sell the data to anyone planning an operation in their territory. Some Runners carry lightweight optical augments that let them see in low light and zoom on distant targets, making them excellent scouts.

The crew's weakness is obvious: they're kids. They're fast and fearless, but they can't take a hit and they don't have the experience to handle situations that can't be solved by running away. When cornered, they scatter. When threatened, they disappear. This makes them nearly impossible to destroy but also unreliable when things get serious.
