The Collective
The Collective is less an organization and more a shared hallucination that enough
people believe in to make it functional. There's no headquarters, no membership
card, no org chart. There's a philosophy — information should be free, resources
should be shared, and corporate monopolies should be treated as the theft they are
— and a loose network of people who act on it. Some are hackers who crack corporate
databases and dump the contents on public nets. Some are data anarchists who run
free information services in the Circuit. Some are rogue AIs who process and
distribute stolen resources because their ethics subroutines arrived at conclusions
their corporate creators didn't intend. Some are just people who share their food
with strangers and call it politics.
The Collective's greatest asset and greatest weakness is the same thing: it has no
center. You can't decapitate it because there's no head. You can't infiltrate its
leadership because there isn't one. But you also can't coordinate it, discipline
it, or stop its members from doing monumentally stupid things under its banner.
The Collective has produced genuine heroes — hackers who exposed corporate atrocities,
AIs who built free medical databases, organizers who kept the Shelf fed during the
Year 30 supply crisis. It has also produced grifters who steal data and sell it for
personal profit while wrapping themselves in Robin Hood rhetoric. The brand is open
source. Quality control is nonexistent.

existing culture of open exchange and mutual aid. Collective-affiliated nodes
provide free net access, medical information, legal resources (such as they are),
and the kind of community infrastructure that the city government is supposed to
provide and doesn't. It's anarchism with a practical streak: the revolution will
be distributed, iterative, and probably running on stolen server capacity.
