Oxbow Covenant
Oxbow Covenant emerged from the flooded sub-levels of Shelf District 7 around 2211, a rotating collective anchored by three core members: Yemisi Brandt-Okafor (vocals, scavenged percussion), Dariusz Thien-Nakamura (detuned bass guitar, contact-mic chrome), and Priya Solvang (synthesizer, illegal neural broadcast rig). Their sound is built on collapsed architecture — West African polyrhythm hammered into Nordic dirge tempos, with Priya's synth work drawing on Carnatic raga structures stretched into queasy, half-step dissonance. Live shows are combat-loud and deliberately uncomfortable, held in decommissioned water treatment cells and burnt-out transit depots, announced only through encrypted mesh drops twenty minutes before showtime.

The band became notorious in 2214 when their track 'Tithe Season' — a fifteen-minute indictment of Vantablack Media's neural-feed licensing fees was broadcast simultaneously across eleven pirate rooftop towers during a Tier 3 census blackout. Corporate security raided four suspected venues that night and found nothing. The song has since been attributed to at least a dozen copycat incidents of infrastructure graffiti and work stoppages. Vantablack's subsidiary Crucible Sound attempted to sign them in 2216; the offer was publicly burned — literally, on a data chip, photographed, and distributed.

cultural impactOxbow Covenant is the closest thing the Shelf has to a living mythology in the 2210s. Their music circulates on scratched vinyl pressings and bootleg data chips traded hand-to-hand, accruing the weight of something passed down rather than purchased. They have become a symbol of the argument that music made without corporate infrastructure sounds different in a way that matters — rawer, angrier, and structurally unwilling to resolve into comfort. Three GLMZ labor actions in Districts 7 through 11 have cited their work as organizing soundtrack.

story hooks
  • A player character receives a data chip with a new Oxbow Covenant track — except the track contains a hidden mesh-encoded message from someone inside Vantablack Media leaking internal documents, and corporate security is already tracing the distribution chain.
  • Yemisi Brandt-Okafor has gone missing three weeks before a planned mass-broadcast event, and the remaining members are quietly asking trusted contacts to help find her before Crucible Sound's security arm does.
  • A Tier 4 corporate fixer discovers their teenage child has been attending illegal Oxbow Covenant shows in Shelf District 7 — and the child knows things about the band's next action that could get people killed.
