The remaining 40% is handled by the human body's cooling system, which in a population that is 78% augmented, means the human body's cooling system plus whatever heat the augmentations are generating.

The nights do not cool. The Shelf's thermal mass — concrete, polymer, and chrome, heated through a twelve-hour day — releases its stored energy through the night, maintaining interior temperatures above 30 degrees well past midnight. The rooftops fill with residents seeking the fractionally cooler air above the building line, lying on polymer sheets and thermal wraps, their BCIs dimmed to sleep mode, their augmented limbs elevated to encourage convective cooling. From above, the rooftops of the Shelf in August look like a hospital — row upon row of prone figures, motionless, tended by the faint glow of BCI indicators and the distant hum of atmospheric processors that are losing their fight with the season. Heat management is the subject. Heat management is always the subject. In August, the Shelf thinks about nothing else, and every thought about heat is also a thought about power, because the power that runs the cooling systems is the power that runs the augmentations is the power that runs the Quanta economy, and August is the month that reminds the Shelf that energy is finite and bodies are warm and chrome remembers every degree.
