This briefing concerns surveillance array GLMZ-SEC-4407, a standard municipal monitoring installation covering the Cascade Row commercial district in the Laceworks. The array has been operational since 2201. It is not malfunctioning. It is doing something worse.

Reviewed later: another. The data files are identical at the bit level. We have compared them byte by byte. They are the same file. They show different things.
I am not going to speculate about what this means in terms of observer-dependent reality or quantum measurement analogies. I am going to state the operational problem: we can no longer trust surveillance data. If the content of a recording changes based on whether it is observed in real-time or reviewed after the fact, then surveillance footage is not a reliable record of events. It is a record of something, but we cannot be certain that something is what happened. I am recommending that all GLMZ-SEC-4407 data be flagged as unreliable pending resolution. I do not expect resolution.
