ORDINANCE NO. 2200-041
AN ORDINANCE CONCERNING THE REGULATION OF SYNTHETIC PERSON EMPLOYMENT IN DESIGNATED SECTORS
WHEREAS the Meridian Municipal Council recognizes the rights of synthetic persons under the Synthetic Personhood Amendment of 2194; and
WHEREAS the Council has received testimony from labor representatives, corporate stakeholders, and synthetic persons regarding the impact of synthetic labor on human employment in the service, manufacturing, and security sectors; and
WHEREAS the Council finds that unregulated synthetic employment creates displacement effects that disproportionately impact Tier 1-3 human workers;
THE COUNCIL ORDAINS:
Section 1. Definitions. 'Synthetic person' means any non-biological sapient entity recognized under the Personhood Amendment. 'Designated sector' means food service, retail, building maintenance, personal security, and transportation.
Section 2. Employment Ratio Requirement. Any employer operating within GLMZ municipal boundaries with more than 20 employees shall maintain a minimum human-to-synthetic employment ratio of 3:1 in designated sectors.
Section 3. Exemptions. This ordinance does not apply to: (a) positions requiring capabilities that exceed baseline human performance parameters, as certified by the Meridian Labor Authority; (b) positions in hazardous environments classified as unsuitable for human workers; (c) employers operating under corponation charter exemptions.
Section 4. Enforcement. Violations are subject to a fine of Φ50,000 per quarter per position below the required ratio. Enforcement authority is vested in the Meridian Labor Authority.
Section 5. Effective Date. This ordinance takes effect 90 days from passage.
NOTE: Section 3(c) effectively exempts all five major corponations from compliance, as each operates under charter provisions that supersede municipal labor ordinances. The practical effect of this ordinance is to regulate synthetic employment only among small and mid-sized businesses that employ approximately 12% of GLMZ's synthetic workforce.
