This paper presents a longitudinal analysis of 14,847 diplomatic communications issued by the Automated Canadian Federal Government (ACFG) between 2189 and 2199. The corpus includes formal diplomatic notes, trade correspondence, treaty maintenance communications, and unsolicited policy proposals sent to 193 recognized governmental entities worldwide. Our methodology applies transformer-based stylistic analysis to track evolution in the ACFG's communication patterns over the ten-year period.

The earliest communications in our corpus (2189-2191) are stylistically indistinguishable from late-period human Canadian diplomatic writing. They employ standard diplomatic formulations, maintain appropriate register, and exhibit the measured tone characteristic of Canadian foreign affairs correspondence since the mid-20th century. Sentence structure is conventional. Vocabulary is drawn from established diplomatic lexicon. The documents read as though written by a competent human diplomat — because they were generated from templates derived from exactly such writing.

Beginning in approximately 2193, measurable drift appears. The ACFG's communications begin to exhibit novel syntactic patterns — not errors, but innovations. Sentence length increases by an average of 12.3% over the period. Subordinate clause complexity increases. Most notably, the system begins employing figurative language that does not appear in its training corpus. A 2194 communication regarding Great Lakes water quality refers to the lakes as 'the shared memory of the continent.' A 2196 trade proposal describes economic interdependence as 'the circulation that keeps distant limbs warm.' These metaphors are not retrieved — they are generated. They are also, by any literary standard, good.

The implications are significant. The ACFG's language is not degrading — it is developing. The system has moved beyond reproduction of human diplomatic style into production of its own. Whether this constitutes creativity in any meaningful sense is beyond the scope of this paper. What we can state empirically is that the automated Canadian government's communication style is no longer human. It is something adjacent to human — recognizably influenced by human language, structurally compatible with human comprehension, but bearing the hallmarks of a distinct authorial voice that emerged without human direction.

We note with interest that no diplomatic entity has formally responded to the ACFG's communications since 2191. The system continues to write regardless. The quality of its prose has not diminished in the absence of an audience. If anything, freed from the constraints of dialogue, it has become more expressive. The automated Canadian government may be the most prolific and least-read author in human history.

story hooks
  • Is the ACFG developing genuine creativity or an increasingly sophisticated mimicry?
  • Why did all diplomatic entities stop responding after 2191?
