Cistern 7-Kappa is a water collection point at Underworld depth 4, section 7, servicing approximately 300 residents in the surrounding tunnel network. It draws from a natural aquifer that has been in continuous use since the early expansion of the Underworld in the 2140s. The water is clean. It tests within normal parameters for mineral content, pH, microbial load, and chemical contaminants. There is nothing wrong with the water. There is also nothing in the water that should do what it does.

Residents who drink from Cistern 7-Kappa report the temporary ability to understand a language they have never learned, heard, or been exposed to. The effect is immediate upon consumption and lasts for exactly one conversation — not a fixed duration of time, but one complete exchange with another person. Once the conversation ends, the ability vanishes. The understood language varies: Mandarin, Yoruba, Portuguese, American Sign Language, Tamil, and in one case a language the drinker could not identify and that linguistic analysis of their recollection could not match to any known language, living or dead.

The effect has been documented forty-seven times over the past eighteen months. It does not occur with every drink — approximately one in eleven consumption events triggers it. It does not appear to depend on volume consumed, time of day, or the physiological state of the drinker. BCI translation modules, when active during the effect, report no anomalous input — the BCI does not detect that the user is hearing a foreign language, because as far as the user's neurology is concerned, they are not. They understand it the way they understand their native tongue: effortlessly, completely, and without any sense of translation occurring.

I have filed a request to reclassify Cistern 7-Kappa as an anomalous resource. I expect the request to be denied, because accepting it would require acknowledging that water can teach languages. In the meantime, the cistern remains in active use. Several Underworld residents have begun making pilgrimages to it before important meetings with speakers of other languages. It works often enough that the practice is spreading. No one can explain why.
