The prevailing theory about Ghost Buildings is that they are evidence of something sinister — money laundering, surveillance infrastructure, or corporate espionage staging grounds. Each property manager handles approximately seven properties. They know which buildings are occupied, which are between tenants, and which are undergoing renovation. What they do not know — what no one at Arcturus appears to know — is that fourteen of their properties have been completely unoccupied for periods ranging from two to eleven years while continuing to generate maintenance expenses, utility charges, and contractual obligations that auto-renew without human review.

I identified these fourteen properties through a cross-reference of Arcturus's public utility filings with their occupancy declarations submitted to the Municipal Authority. The utility filings show consistent consumption patterns. The occupancy declarations list active tenants. The tenants are Arcturus subsidiaries. The subsidiaries have no employees. The circle is complete, and no human is inside it.

How does this happen? The same way you keep paying for a streaming service you signed up for three years ago and never use. Except the service is a building. The monthly charge is Φ400,000.
