## Overview

The Red Ledger is not an organization — it is a mechanism. An anonymous, decentralized marketplace where contracts for violence are posted, bid on, and fulfilled without any party knowing the identity of any other party. The Red Ledger operates through a series of encrypted dead drops in Ghost Protocol's domain, using quantum-encrypted communications that even the corponations' intelligence services have failed to compromise.

## How It Works

### Posting a Contract
A client deposits Φ into an escrow account accessible only through a cryptographic key. The deposit amount serves as the contract's bounty. Accompanying the deposit is a target specification: identity, location data, desired outcome (ranging from intimidation to elimination), and any constraints (timeframe, method, collateral limitations). The contract is distributed through the Red Ledger's anonymous network to registered operators.

### Bidding
Operators who wish to take a contract submit a bid — not competing on price (the bounty is fixed) but on capability. The bid includes a reputation score (accumulated over previous contracts), a proposed methodology (in general terms), and a timeframe commitment. The client selects a bidder based on these factors. Neither party knows the other's identity.

### Fulfillment
The selected operator completes the contract and submits proof of fulfillment — typically surveillance evidence from multiple angles, timestamped and geolocated. An automated verification system (the "Auditor") confirms fulfillment and releases the escrow to the operator, minus a 15% platform fee that funds the Ledger's infrastructure.

### The Auditor
The verification system is believed to be a sophisticated AI — possibly an E.L.F. that was deliberately cultivated for this purpose. The Auditor evaluates evidence, resolves disputes between clients and operators, and maintains the reputation system. Its judgments are final. No appeals process exists.

## Scale

The Red Ledger processes an estimated 200-400 contracts annually, with bounties ranging from Φ5,000 (low-level intimidation) to Φ500,000+ (high-profile elimination). Not all contracts are lethal — the Ledger handles kidnapping, coercion, evidence planting, and the destruction of property or data alongside assassination. The total annual transaction volume is estimated at Φ40-80 million.

## Counter-Operations

Every corporate security division maintains a Red Ledger monitoring unit. The challenge is that the Ledger's encryption, anonymity, and decentralized structure make it nearly impossible to infiltrate. Ringo Public Safety has attempted to insert agents as operators — two were identified by the Auditor and permanently blacklisted; one was never heard from again. Axiom's electronic warfare division has attempted to compromise the encryption — unsuccessfully, as the Ledger's quantum key distribution is maintained within Ghost Protocol's domain, and compromising Ghost Protocol has proven impossible.

The most effective defense against Red Ledger contracts is not intelligence work but target hardening: executive protection, Faraday shielding, counter-surveillance, and the practical reality that killing a well-protected target is expensive enough that most clients can't afford the premium operators required.
