# The Ninth Circle: GLMZ's Premier Criminal Network

## Overview

The Ninth Circle is not a gang, not a cartel, and not a syndicate. It's an ecosystem — a decentralized network of criminal enterprises that operates throughout GLMZ with a structure deliberately designed to resist infiltration, disruption, and prosecution. The Ninth Circle provides goods and services that the corporate economy won't: unregistered weapons, unlicensed augmentations, forged identities, chemical products that violate pharmaceutical regulations, and the operational support (safehouses, intelligence, logistics) that freelance operators need to function.

## Structure

The Ninth Circle has no boss, no board, no central command. It operates as a franchise network: independent operators and small crews affiliate with the Ninth Circle brand, follow its operational protocols, and contribute a percentage of revenue to the network's shared infrastructure. In return, they receive access to supply chains, intelligence, conflict resolution services, and the network's reputation — which is the most valuable asset in GLMZ's criminal economy.

The network is organized into Rings — concentric levels of trust and access:

**Outer Ring**: Independent operators who buy from Ninth Circle supply chains. No affiliation, no obligations, no protection. Anyone can be Outer Ring.

**Third Ring**: Affiliated operators who follow Ninth Circle protocols and contribute revenue. Third Ring members have access to safehouses, intelligence, and the network's dispute resolution system.

**Second Ring**: Trusted operators who manage specific network functions: arms supply, chemical production, identity services, intelligence, and logistics. Second Ring members know the identities of other Second Ring members and coordinate operations at the regional level.

**Inner Ring**: The network's architects — the individuals who designed the Ninth Circle's structure and maintain its protocols. Inner Ring membership is unknown. Whether the Inner Ring consists of three people or thirty is a matter of speculation. Their identities have never been confirmed.

The Ninth Circle Armory is the city's primary source of unregistered weapons. Manufacturing operates in the Grind using compromised industrial equipment during off-hours. Products range from basic gauss pistols (Φ300 unregistered, compared to Φ500-2,000 licensed) to custom resonance blades, EMP grenades, and military-grade equipment diverted from Arcturus supply chains.

### Augmentation Services
Unlicensed augmentation clinics operated by Ninth Circle-affiliated surgeons provide BCI installation, augment modification, and the removal of corporate tracking features from employer-installed augments. Quality ranges from excellent (former Sterling-Nakamura surgeons who left for ethical or financial reasons) to terrifying (self-taught technicians working with salvaged equipment). The Ninth Circle's quality control is better than the unlicensed market average but not guaranteed.

### Identity Services
Forged identities, modified biometric profiles, and the creation of new personas for people who need to disappear. The Ninth Circle's identity work is the best in the city — good enough to survive routine verification and, for premium clients, deep investigation. Phantom — the Prowler — is suspected of providing support to the Ninth Circle's identity operations, although neither party has confirmed the relationship.

### Chemical Products
Pharmaceutical products that violate corporate patents or content regulations: unlicensed medications (identical to corporate products but sold at 20-30% of the price), recreational neurochemicals, performance-enhancing compounds, and the specialized chemical tools (sedatives, truth serums, neural suppressants) that operators require for their work.

## Relationship with Corponations

The Ninth Circle's relationship with the corponations is symbiotic and cynical. The corponations tolerate the Ninth Circle because it provides a safety valve — goods and services that the corporate economy doesn't supply but that the population demands. In return, the Ninth Circle respects boundaries: it doesn't target corporate infrastructure, doesn't operate on Mirror Mile, and doesn't compete directly with corporate product lines. When these boundaries are violated, the corponations respond with overwhelming force. When they're respected, the Ninth Circle operates in the spaces between corporate interests with relative freedom.

Individual corponation employees — particularly security personnel — maintain unofficial relationships with Ninth Circle operators. Information flows both ways. Favors are exchanged. The line between corporate security and organized crime is, at the operational level, more permeable than either side publicly acknowledges.
