The Ninth Circle provides goods and services that the corporate economy won't: unregistered weapons, unlicensed augmentations, forged identities, chemical products that violate pharmaceutical regulations, and the operational support (safehouses, intelligence, logistics) that freelance operators need to function.
## Structure
The Ninth Circle has no boss, no board, no central command. It operates as a franchise network: independent operators and small crews affiliate with the Ninth Circle brand, follow its operational protocols, and contribute a percentage of revenue to the network's shared infrastructure. In return, they receive access to supply chains, intelligence, conflict resolution services, and the network's reputation — which is the most valuable asset in GLMZ's criminal economy.
The network is organized into Rings — concentric levels of trust and access:
**Outer Ring**: Independent operators who buy from Ninth Circle supply chains. No affiliation, no obligations, no protection. Anyone can be Outer Ring.
