The Marrow is the informal name for the network of utility tunnels, maintenance corridors, and sealed infrastructure passages that run beneath the city's lowest inhabited level. Officially, the Marrow doesn't exist as a navigable space — the tunnels are filled with pipes, cables, and conduits that leave no room for human passage. Unofficially, a subset of these tunnels has been cleared, connected, and mapped by generations of people who needed to move through the city without being seen.
## Structure
The Marrow is not a single system but a patchwork of different infrastructure networks that have been connected by cutting through walls, climbing through duct junctions, and crawling through spaces that were never designed for human bodies. A Marrow route might start in a Shelf maintenance closet, descend through a decommissioned elevator shaft, pass through a water treatment bypass corridor, cross beneath the Grind through a cable conduit that's barely wide enough for shoulders, and emerge in a different district entirely.
Navigation requires memorized routes — there are no signs, no maps that exist in any official database, and GPS is useless at this depth. The Marrow is learned through apprenticeship: experienced runners teach routes to trusted newcomers, one passage at a time.
## The Runners
Marrow Runners are the people who use these tunnels professionally — couriers, smugglers, escape artists, and specialists who move people and goods through the city's foundations for clients who need untraceable transit. Running the Marrow is physically demanding (tight spaces, poor air, total darkness), technically illegal (the tunnels are restricted infrastructure), and occasionally fatal (structural collapses, encounters with automated maintenance systems, and the ever-present risk of BLACKWATER's territory).
The Runners have their own culture: their own hand signals for communicating in silence, their own marking system for tunnel conditions (scratched into walls with metal scribes), and their own code of conduct that prioritizes route secrecy above all else. A Runner who reveals a route to an outsider is cut off from the network permanently.

The deepest sections of the Marrow border BLACKWATER's territory — the sub-foundation network that the Leviathan controls absolutely. Runners know the boundary. No Runner enters BLACKWATER's domain voluntarily.
