The Circuit Breakers: Infrastructure Sabotage for Hire
# The Circuit Breakers: Infrastructure Sabotage for Hire

## Overview

The Circuit Breakers are a small, elite criminal crew specializing in infrastructure sabotage — the targeted disruption of power, water, communications, or transit systems to achieve a client's objectives. In a city where everything depends on infrastructure, the ability to selectively break things is a weapon as powerful as any gauss rifle.

## Capability

The Circuit Breakers' expertise lies not in destruction but in precision. Anyone can blow up a power conduit. The Circuit Breakers can disable a specific building's communications for exactly 47 minutes, then restore service as if nothing happened. They can reroute water flow to flood a specific basement. They can create a transit delay that strands a specific vehicle at a specific location. Their work is surgical: minimum visible damage, maximum operational effect, minimal collateral impact.

This precision requires deep knowledge of GLMZ's infrastructure — the kind of knowledge that comes from years of working inside it. The Circuit Breakers' members are believed to be former infrastructure engineers from multiple corponations, pooling their insider knowledge into a capability that no single corponation can replicate or defend against.

## Client Base

The Circuit Breakers serve a small, wealthy client base: corporate espionage divisions that need infrastructure disruption for cover operations, operators who need specific systems disabled during missions, and (allegedly) corponation executives who use infrastructure sabotage as a weapon in internal corporate politics. Rates start at Φ50,000 for a simple disruption and scale to Φ500,000+ for complex, multi-system operations.

## The Code

The Circuit Breakers maintain a strict operational code: no disruptions that endanger life support (atmospheric processors, emergency medical systems), no disruptions during natural disasters or infrastructure emergencies, and no disruptions in the Shelf (where infrastructure is already fragile and the consequences of disruption fall on people who can't absorb them). This code has been consistently maintained and is the primary reason the Circuit Breakers are tolerated by the Ninth Circle, which considers them professionals rather than terrorists.

## Infrastructure Defense

The Circuit Breakers' existence has driven investment in infrastructure redundancy — the same redundancy that protects against accidental failure also protects against deliberate sabotage. The governance consortium's infrastructure security team maintains a classified threat model that assumes Circuit Breaker-level capabilities, designing defensive architectures that can maintain service even when specific nodes are compromised. The ongoing competition between the Circuit Breakers' attack capabilities and the consortium's defensive investment is an infrastructure arms race conducted in silence.
