In a city as thoroughly instrumented as GLMZ — where ambient OCR sweeps read every written surface, environmental DNA collection samples the air, and neural behavioral analysis platforms process movement and expression in real time — privacy is not the default condition of daily life but an achievement requiring deliberate effort and, often, financial resources. The cultural attitudes toward this condition vary enormously by tier, district, and political orientation, ranging from resigned acceptance to philosophical endorsement to active resistance. What has emerged is a complex privacy culture in which concealment carries different meanings depending on who is doing it and why.

Upper-tier privacy culture is built around purchasing exemptions. The most affluent residential enclaves in the Lakefront Executive District and the Gold Corridor corporate campuses are designated Restricted Surveillance Zones, a status obtained through the Corporate Civic Compact's infrastructure licensing provisions. Within these zones, ambient surveillance infrastructure is owned and operated by private security contractors rather than municipal systems, and data collected is theoretically subject to the enclave's own privacy protocols rather than the city-wide data-sharing agreements. 'RSZ living' is marketed explicitly as a privacy premium — the Meridian Shore Residential Collective advertises its RSZ status in its prospectus before it mentions the architecture. Critics note that RSZ zones protect upper-tier residents from municipal surveillance while those residents simultaneously benefit from surveillance of the lower-tier population.
