The most dangerous survivors, from NeoCortex's perspective, are those who integrate. Who find ways to exist in ungoverned zones or fringe communities. Who learn to use their hardware. Who build lives around what was done to them.

A DeepRoot survivor who masters their subcortical interface can do things that no legitimate BCI user can. They can read their own emotional states as data. They can modulate their fear response. Some report the ability to enter a cognitive state they describe as "clear" — a condition in which the implant's processing supplements their own, and they think faster, perceive more, react without the delay of conscious decision-making.

These individuals are, in a functional sense, prototypes. Walking proof-of-concept for technologies that NeoCortex will sell to paying customers in five years. And they were made without consent, without care, and without any intention that they survive.

Eleven NeoCortex employees have attempted to disclose VCP program information to external parties since 2189. Their outcomes:

As per the employment security protocol, termination triggered their removal from all corporate identity systems, placing them on the Exclusion Registry. The possibility that their thoughts are not entirely their own — not as metaphor, but as engineering reality. - **MASK** — The face they show the world. They cannot explain what happened to them.
