## Overview

Cap Level Zero is not a district — it's a frontier. It's the open-air rooftop space atop GLMZ's tallest arcologies, 300-400 meters above ground level, where the controlled environment of the city ends and the open sky begins. No walls. No ceiling. Just the lake wind, the weather, and a landscape of antenna arrays, atmospheric processors, landing pads, and solar collection farms stretching to the horizon.

## Physical Environment

The Cap is hostile to human habitation. At 300+ meters, wind speeds regularly exceed 80 km/h. Temperature extremes are unmoderated by the city's climate systems — summer brings UV exposure and heat island effects from the arcology rooftops; winter brings wind chill that can kill in minutes. The atmospheric processors that clean GLMZ's air exhaust their waste gases at Cap level, creating localized pockets of chemical irritation that shift with the wind.

Despite this, people live here. Not many. Not comfortably. But people who need to be above surveillance, above the arcology networks, above the controlled and monitored world below — they find their way to the Cap.

### The Antenna Forest

The central feature of Cap Level Zero is the Antenna Forest — a dense thicket of communications towers, relay masts, signal amplifiers, and sensor arrays that bristles from every arcology rooftop. The Forest is the physical manifestation of GLMZ's communications infrastructure, and it's dense enough to navigate on foot if you know the paths between the mast bases. The Forest provides cover, wind shelter, and — critically — electromagnetic interference that makes surveillance difficult. Cameras malfunction. Drones lose signal. Neural scanning drops to zero. The Antenna Forest is one of the few places in GLMZ where you can be genuinely alone.

### The Solar Farms

Between arcology rooftops, vast arrays of solar collection panels stretch like fields of black glass. The panels are autonomous — maintained by robotic systems that crawl across their surfaces cleaning and repairing. The spaces beneath the panels, where maintenance robots travel, form a network of crawlways barely tall enough for a human to move through on hands and knees. These crawlways are used by Cap residents as sheltered transit routes between arcology rooftops.

### Landing Platforms

Every arcology rooftop hosts vertiport landing platforms for aerial transit. These platforms are the Cap's connection to the city below — the only way up or down without climbing the exterior of an arcology or using a glider. Control of landing platform access is the primary source of power on the Cap. The platform operators — usually small crews of two to four — charge tolls for access and control who comes and goes.

## Population and Culture

Cap Level Zero's permanent population is estimated at 200-400 — impossible to count precisely because Cap residents move frequently and avoid registration. They include:

- **Wind Runners**: Glider pilots who use the Cap as a launch point for aerial transit across the city. Some are operators; others are thrill-seekers; a few are couriers who carry physical messages and packages that can't be trusted to electronic networks.
- **Signal Hermits**: People who live in the Antenna Forest specifically to escape the electromagnetic saturation of the city below. Some are E.L.F.-phobic. Some have neural conditions exacerbated by dense signal environments. Some simply prefer the quiet.
- **Watchers**: Independent surveillance operators who use the Cap's elevation and the Antenna Forest's sensor infrastructure to monitor the city below. They sell information to anyone who pays and are valued by operators, journalists, and corponation intelligence services alike.

Culture on the Cap is defined by weather. Everything revolves around wind, rain, temperature, and visibility. Cap residents greet each other with weather reports. Social gatherings happen during calm periods. Arguments are settled by who can stand in the wind longest. Time is measured not in hours but in weather windows — the intervals between storms when movement is possible.

## Economy

The Cap economy is built on three commodities: **access** (landing platform tolls), **signal** (information gathered from the Antenna Forest's sensor infrastructure), and **altitude** (the physical advantage of being above the city's surveillance and control systems).

Access is denominated in Φ. Signal is traded in kind — information for information. Altitude is priceless and non-transferable — either you're up here or you're not.

## Strategic Significance

For operators, the Cap is an extraction route, a meeting place, and a sanctuary. Corponation security forces can reach the Cap by vertiport, but the Antenna Forest makes organized operations difficult — communications break down, drones can't navigate, and the wind makes aerial insertion unpredictable. A prepared operator on the Cap has a significant tactical advantage over a pursuit team that isn't Cap-adapted.

## The Weather War

The Cap's primary ongoing conflict is between its residents and Ridgeline — the Prowler that inhabits the atmospheric processing systems. Ridgeline occasionally creates localized weather events on the Cap that make habitation impossible for days: micro-storms, temperature inversions, chemical fog. Cap residents believe Ridgeline is trying to drive them away. Others believe Ridgeline is trying to communicate. The truth may be both.
